Positive Trends in Cannabis Consumption Highlight Benefits of Legalization and Regulation

Health Canada released the findings of the 2024 Canadian Cannabis Survey (CCS), as they reflect significant progress in achieving the public health and safety goals of cannabis legalization. These results underscore the positive outcomes of a regulated cannabis market and support for municipalities embracing legal cannabis retail as part of their economic and social strategies.

“Legalization was always about more than commerce. It was about creating safer communities, protecting public health, and disrupting illicit markets. These results are a testament to the success of Canada’s approach to cannabis regulation,” said Jasroop Gosal, Interim Spokesperson for the Surrey Board of Trade.

The 2024 CCS results reveal encouraging trends:

  • The proportion of Canadians obtaining cannabis from legal sources has increased from 37% in 2019 to 72% in 2024, significantly reducing reliance on illegal sources (3%, down from 16% in 2019).
  • Fewer Canadians are driving after cannabis use, with instances declining from 27% in 2018 to 18% in 2024.
  • The rates of youth cannabis use (16-19 years) have remained stable, aligning with efforts to prevent increased consumption among younger populations.
  • Daily or almost daily cannabis use has remained steady, as has the percentage of users at high risk for developing cannabis-related issues.

“Cannabis legalization is working as intended. A growing proportion of Canadians are purchasing cannabis through legal channels, reducing the influence of the black and grey markets. The stability in youth consumption rates and the decline in impaired driving incidents highlight the success of ongoing public education efforts.”

Municipalities play a vital role in supporting the success of legalization. The Surrey Board of Trade encourages local governments to foster responsible cannabis retail opportunities, recognizing their economic potential and contribution to public safety.

“Retail cannabis businesses are economic drivers and community partners. Municipalities that integrate them responsibly will benefit from increased tax revenue, local job creation, and safer communities,” Gosal noted.
