The Surrey & White Rock Board of Trade will leverage the strengths, resources, and expertise of both organizations to provide enhanced support, advocacy, and networking opportunities for its members.

As both organizations are governed under the federal Board of Trade Act, approval for the components of the merger must be granted through an Order in Council. While we await Federal Government approval, you’ll see the two organizations coming together on more initiatives as we prepare to become the Surrey & White Rock Board of Trade.
Updates
As the Chairs of the South Surrey & White Rock Chamber of Commerce and the Surrey Board of Trade, we are writing to share an important update about the future of our organizations – and what it means for you.
On May 13, members of the South Surrey & White Rock Chamber of Commerce convened for a Special General Meeting and voted unanimously to grant authority to the Board of Directors to functionally dissolve the organization when they deem it appropriate, as well as to approve the 2024 financials. This marks a major step in our thoughtful and collaborative process to merge the two organizations together to become the Surrey & White Rock Board of Trade.
This decision follows months of dialogue and planning between our boards, staff teams, and stakeholders. And while it is a significant milestone, we want to emphasize that this transition is about continuity – not disruption. This means that the South Surrey & White Rock Chamber of Commerce’s backend operations will officially be united with the Surrey Board of Trade’s, streamlining systems and officially bringing members together as one membership.

- Your fees will not change at this time
- Your voice will continue to be represented
In fact, members of both organizations have already been enjoying shared access to events, advocacy, and business resources. The process now underway simply formalizes what many already experience as a unified, regional voice for business.
On June 18, at the Surrey Board of Trade AGM, we will induct a new, combined Board of Directors representing both organizations.

The merger of the Surrey Board of Trade and the South Surrey & White Rock Chamber of Commerce continues to progress. While formal merger approval from the Federal Government is pending, we are assured that our documents adhere to the requirements set out in the Board of Trade Act, and that receiving the final approval is simply a matter of timing. Given the early election and the tariffs situation, it’s anticipated that this will delay the process by a few more months.
In the meantime, we continue to do the background work to prepare ourselves for the finalization of the merger:
- Inaugural Board of Directors: We are well into the nomination process and selection of our inaugural Board of Directors of the Surrey & White Rock Board of Trade, who will be inducted at an AGM in June.
- New CEO: As you’ve undoubtedly already seen, we have welcomed our new CEO, Joslyn Young, who began working with the staff teams on March 31.
- Events: The staff teams continue to bring together the organizations’ events and programs. Nearly all events are co-hosted and attract a mix of members from both the South Surrey & White Rock Chamber and the Surrey Board of Trade. It is exhilarating to see our two memberships coming together and building relationships.
- New Surrey & White Rock Board of Trade Brand: The work to develop a new brand for the Surrey & White Rock Board of Trade work is well underway.
- New White Rock Office: Once the merger is formally approved, we will commence the search for a suitable office in White Rock.
The merger task force remains committed to maintaining open and timely communications with its members and will continue to share regular updates. We are deeply grateful for your feedback, enthusiasm and patience as we work towards this milestone – building a stronger future together for the Surrey and White Rock business communities.

The Merger Task Force has been very busy over the last few months, and we’re excited to share this update to the joint membership. Several strategic activities occurred since our November update, which moved the merger process into the early stages of integration.
These included:
- The search for a new CEO continues, which is headed by the CEO Search Task Force. The Task Force is comprised of Board Directors from both SBOT and SSWRC, who have worked with Watson Board Advisors to create a short-list of candidates.
- Indra Bhan appointed as Acting Executive Director, South Surrey & White Rock Chamber of Commerce. Indra is currently serving as the Interim CEO and Chief Operating Officer of the Surrey Board of Trade. This appointment will enable her to effectively lead and build operational processes with both staff teams to achieve successful integration. Much work is being done in the background to facilitate a smooth integration.
- Beginning the process to design the look of the Surrey & White Rock Board of Trade. A firm has been selected to start the work to create a new look and feel for the Surrey & White Rock Board of Trade’s brand.
- Staff teams coming together on more initiatives. Undoubtedly you have noticed that events are now co-hosted by both organizations. As we work towards bringing both members together in one system, members can attend events led by either organization.
- South Surrey & White Rock Chamber team transitioned to remote work. With the end of the South Surrey & White Rock Chamber’s office lease at the end of 2024, the SSWR team was transitioned to remote work, leveraging the SBOT’s infrastructure, moving integration to a new level. We thank both staff teams for their cooperation and swift work which made this transition smooth, without interrupting service to our members. Once the merger completes and the permanent CEO is hired, they will be tasked with determining a suitable office location in the South Surrey/White Rock area. In the meantime, the SSWR team can still be reached on their emails and by phone at 604.536.6844.
- Staff teams gaining feedback from members. The operational teams have hosted an engagement session, with another on the horizon, with current members to listen and understand what they hope the Surrey & White Rock Board of Trade will be like. This has been an incredible year together. The two organizations signed an Intent to Merge one year ago, and early exploratory work built enough confidence to move forward and ask our members for formal endorsement of the idea. Since then, the task force has met every two weeks and successfully negotiated a comprehensive legal merger agreement and is working through gaining formal approval from the Federal Government.
We are grateful for members’ encouragement and feedback along the way, and for trusting us to ensure this merger results in the two organizations being stronger together as one long into the future.

The merger task force is pleased to announce two significant milestones: the signing of the legal agreement between our two organizations and the formal petitions to merge. The petitions have been submitted for approval from Innovation, Science and Economic Development Canada.
While there are no guarantees, the task force estimates that approval will take four to six months. When the merger is approved, the new entity (Surrey & White Rock Board of Trade) will emerge as the largest chamber of commerce/board of trade in BC.
Meanwhile, the staff from both organizations have initiated collaborative efforts, working on a select few co-hosted events and networking opportunities. They are also creating platforms for members to share their feedback and ideas on how this merger can best serve its local businesses, municipalities, and communities.
The task force is committed to maintaining open and timely communications with its members and will continue to publish monthly updates. We are deeply grateful for your favourable vote back in May and for your support and patience as we progress to the next stage of this process.

Following a vote by the members of the South Surrey & White Rock Chamber of Commerce, the operations of both organizations will unite under one brand in the Summer of 2025.As both organizations are governed under the federal Board of Trade Act, official approval for the components of the merger must be granted through an Order in Council, and then by the Governor General. No. As we unite our memberships in the Summer of 2025, members who currently have a membership with both organizations can choose not to renew their South Surrey & White Rock Chamber of Commerce membership moving forward. - How will the unique needs of our community be addressed?
The Surrey & White Rock Board of Trade remains committed to supporting the unique business communities within each region. We strive to host events in all areas of Surrey and White Rock throughout the year. The collectively stronger voice of the Surrey & White Rock Board of Trade will create a more powerful impact when raising your advocacy issues, combined with a dedicated and experienced staff team to advance issues on your behalf. - Will White Rock have a voice?
White Rock businesses will have a stronger voice with the Surrey & White Rock Board of Trade. Business leaders from White Rock are encouraged to be actively engaged on policy teams, at events, and as issues arise, ensuring that the needs of White Rock are represented. The Surrey & White Rock Board of Trade will have an experienced Policy Lead, ensuring that business issues are brought forward to the relevant level(s) of government.At the SBOT AGM in June, a Board of Directors comprised of both Surrey Board of Trade and South Surrey & White Rock Chamber of Commerce members (some of which are from White Rock) will be inducted, serving as the inaugural Board of Directors for the Surrey & White Rock Board of Trade. - Can I transfer my membership from one organization to the other?
There is no action required from South Surrey & White Rock Chamber of Commerce members to transfer their membership. South Surrey & White Rock Chamber of Commerce members will receive new login credentials upon completion. There are no changes for current Surrey Board of Trade members. - What happens to events planned by each organization?
All events are now hosted jointly by the two organizations. Members of either organization have access to all events. - Will I have access to the new organization’s services immediately?
Once the memberships are combined, members can access the full suite of benefits. All membership fees have been frozen during the transition. When South Surrey & White Rock Chamber members are transferred to the Surrey Board of Trade – soon to be renamed the Surrey & White Rock Board of Trade –rates will not change for at least one year. After the first year, membership rates will follow the new Surrey & White Rock Board of Trade’s system. This system is still in development, but will be based on the Surrey Board of Trade tiered system, which considers the number of full time equivalent employees, adjusted for inflation. Currently, Surrey Board of Trade rates for a business with 1-2 employees are just $375 and unlock access to thousands of dollars or potential savings and value. - I have memberships with both organizations. What will happen to the fees I’ve paid?
Your Surrey Board of Trade membership will become a Surrey & White Rock Board of Trade membership and you will continue paying the same rate as you had been previously. Your South Surrey & White Rock Chamber membership will be converted into a pro-rated credit that you can use during the first year of the Surrey & White Rock Board of Trade, towards your next membership renewal, events or marketing. - What will happen to my Chambers of Commerce Group Insurance Plan?
Your Chamber of Commerce Group Health Insurance Program will continue seamlessly with no interruption in service. All your current contact and reference numbers will remain the same. - How will the merger affect advocacy efforts?
The merger is expected to strengthen advocacy by consolidating resources and providing a stronger, unified voice to represent business interests across Surrey and White Rock. Staff will be briefed on ongoing advocacy efforts, and members will be invited to join the policy teams to share their insights as Surrey & White Rock Board of Trade staff take leadership of advancing issues on behalf of members. - Will there be new programs or benefits introduced after the merger?
Staff are always looking at adding new programs and benefits for members. The immediate focus is on the existing benefits and onboarding all members as seamlessly as possible. - Can non-members participate in events hosted during the transition?
Absolutely! Non-member or general admission rates will continue to apply. - How will communications and updates about the merger be shared?
Members will receive regular communications by email and they will be shared on each organization’s social media and merger website platforms. - How can I ensure my business’s voice is heard during the merger process?
The teams at the South Surrey & White Rock Chamber of Commerce and the Surrey Board of Trade will be hosting engagement sessions to listen to feedback to help shape the future direction of the Surrey & White Rock Board of Trade. - Who will be the CEO?
The Board of Directors of both the South Surrey & White Rock Chamber of Commerce and the Surrey Board of Trade have appointed Joslyn Young as the CEO of the Surrey Board of Trade, and Acting Executive Director of the South Surrey & White Rock Chamber of Commerce, to ultimately serve as the CEO of the Surrey & White Rock Board of Trade. - Will there be any changes to office locations or contact details?
The Surrey & White Rock Board of Trade is committed to maintaining office presence in both Surrey and White Rock. The Surrey Board of Trade’s current office location will remain the same. While the South Surrey & White Rock Chamber of Commerce’s office is currently closed due to the end of a lease agreement, when feasible, we will look for a suitable space in the South Surrey/White Rock area. In the meantime, the South Surrey & White Rock Chamber team is working remotely.We anticipate there being changes to email addresses and website addresses as systems are merged, but we are committed to maintaining current contact details to create a seamless transition.
